District of Columbia Public Service Commission Pepco, PowerCentsDC™ Pilot Program

PowerCentsDC is a smart meter, smart thermostat, and dynamic pricing program designed to demonstrate and evaluate the customer benefits of smart metering technology, customer response to dynamic pricing options, and the utility operating benefits associated with smart meters.

The Smart Meter Project Program, Inc. ("SMPPI") board, comprised of representatives from the District of Columbia Office of the People's Counsel (“OPC”), the District of Columbia Public Service Commission ("PSC"), the District of Columbia Consumer Utility Board ("CUB"), the International Brotherhood of Electrical Workers Local 1900 ("IBEW"), and the Potomac Electric Power Company ("Pepco"), relies on eMeter consulting personnel, business processes, and technical capabilities to ensure successful implementation of the program.  eMeter’s subcontracting partners include UtiliPoint International Inc., Mincom, Sensus Metering Systems, Comverge Thermostats, and Honeywell installation services.

The PowerCentsDC project is the first in the electric utility industry to test the response of residential customers to three different innovative pricing options under one program: Hourly Pricing, Critical Peak Pricing, and Critical Peak Rebate. Through these pricing options, customers may save on their bills by reducing power use during peak periods and throughout the year.
